In geological terms, the frost-line is the lowest point at which soil freezes during the winter. (often around between 5 and 8 feet or 1 and a half to 2 and a half meters.) When it comes to foundations, this is important because of what soil does when it freezes.

The density changes, and this can cause it to either expand or contract depending on the water content of the soil, among other factors. When the soil thaws again, it will change density again and perhaps shift or heave the foundation and potentially damage it. In areas where winter significantly longer then summer, and significantly colder, the soil stays frozen very deep into the ground year round. So instead, the soil on the top thaws somewhat during the summer, and instead of a frost-line being taken into affect, a thaw-line is created.
